so the flow rate is strictly dictated by the pump gear size and engine RPM. Restrictions on the outlet should just put additional power burden on the crankshaft. The only way downstream restriction can reduce the flow is through increased leakage between the gap where the pump gears mesh which I would expect to be relatively low. It's also possible a few horses could be freed up by reducing pumping losses... it would be interesting to see testing.
